I’ve found some useful resources to learn english “as second language”:

The first, EnglishAsSecondLanguage, is a great resource: you can download a mp3 file once a day and listen to it; you’ve also a text and an explanation to have a complete understanding of that text.

The second, OwlAtPurdue, contains grammar rules, exercises and pratical instructions to write for different subjects and in different styles.

The third, BbcLearning, is simply a BBC powered site: professional, serious, exhaustive.

The fourth, LanguageExchange, is a community: you can practice your second language with a native speaker who is learning your language.
